SAN JOSE DIRIDON-AIRPORT CONNECTOR RECOMMENDATION SENT TO COUNCIL
It is the city's goal to connect Mineta Airport to Diridon Station near downtown as quickly as possible. A connection between these two growing transportation hubs will enhance travel efficiency and connectivity. The problem is that new transit systems are notoriously expensive and slow to build.
It is the City's goal to build new transit lines at a lower cost and faster. Previously the departments of Transportation, San Jose Airport, and Public Works requested proposals on how they would design, finance, build, and operate a new transit line.
The proposal process recently finished. On April 18, 2023, City Council will receive staff's recommendation. Among the recommended proposers is San Jose Connection Partners, a consortium led by Plenary Americas. A number of other members comprise the Plenary team, including:
Glydways (transit technology provider)
Lead design and construction contractors: Webcor / Obayashi
HNTB (lead designer)
ACI (operations and maintenance provider)
US infrastructure developer and investor Plenary Americas is a market leader. With 59 projects valued at over $23 billion, the company brings together 59 different projects. There was a thorough description of a workable solution that would involve the City and them sharing the cost and risk. In Glydways's proposed transit technology, small, autonomous vehicles drive along fixed routes. It is planned that the proposed system will initially carry over 2000 passengers an hour.

In order to develop the project, City Council will decide whether to begin the first phase of a multi-phase agreement. Feasibility validation will result in a report. Through that report, the City will be able to validate the feasibility of the proposed solution from a technical, commercial, and financial standpoint. As soon as staff validates the approach, the project will be brought back to Council for its consideration and guidance regarding the next steps. A second phase of the study will include design and environmental considerations.
We are at the beginning of a first-of-its-kind project for San Jose. Developing a new transit system in less than a decade at a much lower cost to the public is appealing. It is likely that the San Jose Airport to Diridon Connector Project will expand to other corridors along the South Bay and San Jose.
